Main Challenges for Scaling up Green Hydrogen in the Short Term

There is a major opportunity to scale up green hydrogen as a critical enabler of 24/7 carbon-free energy systems. Launched under SEforALL's 24/7 Carbon-Free Energy (CFE) Compact and supported by the Council of Engineers for the Energy Transition (CEET), the Green Hydrogen Task Force brought together global experts to identify short-term, practical actions to accelerate deployment. This brief outlines seven key recommendations to unlock the green hydrogen market through coordinated policy, financial, and technical measures. These include competitive auctions, binding mandates, and harmonized certification to stimulate demand; modularization, flexible matching, and optimized depreciation to reduce costs; and concessional financing to improve affordability in developing countries. Together, these strategies could lower the levelized cost of hydrogen by up to 60% and position green hydrogen as a key enabler of global net-zero pathways by 2050.
