Optimization of Laos's Power Generation Sector (Phase 2.2 Report)

Building on the ASEAN Green Future's (AGF) Phase 1 (2021) and Phase 2.1 (2023) reports for Lao PDR, the Phase 2.2 report refines findings on the country’s trajectory toward near-zero emissions in its power sector using the Stockholm Environment Institute’s Low Emission Analysis Platform (LEAP) and the Next Energy Modelling System for Optimisation (NEMO). It presents results for four policy scenarios, showing that under the Existing Policy (EP) scenario, Lao PDR is not projected to achieve near-zero greenhouse gas (GHG) emissions in power generation due to continued reliance on coal power plants, unless a More Ambitious Policy (MAP) is adopted. To address this, the report introduces two researcher-designed scenarios: Optimized Existing Policy (OEP) and Optimized More Ambitious Policy (OMAP), with the latter undergoing least-cost analysis to reach near-zero emissions while aligning with current government plans and policies.
